The government has asked people to give their suggestions by August 13. The committee was asked to make specific suggestions after studying various issues related to non-private data, so that the central government could discuss the regulation of non-private data. Work on the Private Information Security Bill is still going on in the country. In such a situation, the Gopalakrishnan Committee has defined non-personal data in its report. The committee collected data based on several other study reports to prepare its report. Studies show that the more data that companies have, the more 'technology-economic benefits' they get and the harder it is to leave them behind.

The report states that the market capitalization of many startup companies started in the 1990s and 2000s crossed $ 1000 billion and became multinationals. This is largely due to their ability to collect and assess user data. The report cites other studies that both Google and Facebook together control 60 percent of the US Internet advertising market. At the same time, Amazon has about 37 percent of the US e-commerce market in 2019.
